Use of Controlled Substances in Animals
Background
The U.S. Department of Justice, Drug Enforcement Administration (DEA), cooperates with the State of California and the University of California, Irvine to control the acquisition and use of all controlled substances which come under the jurisdiction of federal and State of California Controlled Substance Acts. All activities concerned with the acquisition, control, reporting, and disposition of controlled substances must be conducted in compliance with federal and state regulations and University policy. Examples of controlled substances commonly used in animals are ketamine, pentobarbital, and opiate drugs such as buprenorphine.
Requirements for Use of Controlled Substances
- All controlled substances must be purchased or otherwise obtained through Procurement Services/Material Management from the Student Health Center Pharmacy. NOTE: A purchase requisition is required, even if the drugs are being provided by the vendor without charge.
- Controlled substances and the records of their use must be kept securely locked, with access limited to only those individuals specifically authorized to use them.
- A detailed log must be kept to record and account for all use of controlled substances.
- Controlled substances which have expired or are no longer needed by the laboratory, as well as all empty vials, must be returned to the Student Health Center Pharmacy for disposal. A copy of the completed Controlled Substances Log must accompany all opened vials.

Environmental Health and Safety has developed a sample Narcotic and Controlled Drug Disposition Record form. This form or its equivalent must be carefully completed for all controlled substance use.
